Procedure for Turkish citizens entering Ukraine

Citizens of the Republic of Turkey owning international passports or internal ID-passports with an embedded electronic chip, are eligible to enter, leave and stay in Ukraine without visa for up to 90 days within 180 days. 

To stay in Ukraine for more than 90 days Turkish citizens are obliged to obtain a long-term visa according to the purpose of their visit to Ukraine and apply to local offices of the State Migration Service of Ukraine for a residence permit.

Please note: foreigners and stateless persons residing in the Republic of Turkey apply for a visa to Ukraine at the Visa Application Centers in Istanbul and Izmir.

The Visa Centre will be operated by "VF Worldwide Holding Ltd" and will obtain visa applications, assist in filling in and registering visa application forms, as well as offer additional services upon request, including taking applicants' photos, copies of supporting documents, providing medical/travel insurance options, courier services, text messages, premium lounge services, booking a COVID-19 test with VFS Global etc.

Please note that the Visa Application Centers help applicants only technically to follow up the documents submitted for visa application to Consulate General of Ukraine in Istanbul. Ukraine’s consular officers only will make visa decisions upon every application.

Due to Covid-19 restriction measures, visa submissions will only be accepted on Monday, Wednesday and Friday by appointment.

The Consulate General of Ukraine in Istanbul draws attention to the fact that all applications for visas to Ukraine are accepted exclusively at the VFS Global visa centers in Istanbul and Izmir.

Consideration of documents and decisions on visa issuance is made exclusively by the responsible consular official of the Consulate General!

Providing guarantees from any third party regarding positive decision on obtaining a visa to travel to Ukraine is illegal and unacceptable!

The Consulate General does not cooperate with any intermediaries.

All other consular actions are considered at the consular reception at the personal request.

transit – B-type visas: are issued in cases where an applicant intends to transit through the territory of Ukraine, as well as for transportation of cargo/passengers by road; B-type visas are issued as single, double and multiple for the period specified in the supporting documents, but no longer than one year, also the period of stay in Ukraine during each transit through its territory should not exceed 5 days;

short-term – C-type visas are issued if intended period of stay in Ukraine does not exceed 90 days within 180 days; C-type visas are issued as single, double and multiple, usually for six months or the period specified in supporting documents, but not more than five years;

long-term – D-type visas are issued in cases where foreigner/stateless person intends to travel to Ukraine with the purpose of obtaining documents allowing to stay or reside in Ukraine for a period exceeding 90 days; can only be multiple entry visa for a period of 90 days.

1)  filled in e-application form (http://visa.mfa.gov.ua/), printed and signed by the applicant;

2) travel document - passport (passport should meet following requirements: it should be issued for not more than 10 years, have at least two empty pages free from any visas/marks/stamps and be valid for at least 3 months after the intended date of departure from Ukraine);

3) 1 applicant’s photo (35х45 mm);

4) paid visa fee receipt (Visa fees can be found here) or document which proves the exemption from payment (unless stipulated otherwise by Ukraine’s legislation or Ukraine’s international treaty)

5) insurance policy with provides at least 30000 euro or other currency equivalent expenses coverage, valid during the period of stay in Ukraine; holders of diplomatic/service passports are exempt from this requirement;

6) proof of sufficient funds to cover the costs of stay in Ukraine (e.g., bank statement, guarantee letter from host organization or notarized applicant’s sponsor letter etc.); holders of diplomatic/service passports are exempt from this requirement.

for obtaining C-type (short-term) visa one of the following documents should be submitted:

  1. an invitation from legal entity registered in Ukraine and presented on the official letterhead;
  2. an original of the notarized letter of invitation from a Ukrainian citizen or a foreigner/stateless person who legally resides (temporarily or permanently) in Ukraine;
  3. a letter of invitation issued by Ukraine’s state authorities, state entities, state organizations;
  4. contract on transportation of cargo/passengers by road, as well as international passenger/cargo carrier’s license;
  5. certificate of a person of Ukrainian descent issued by Ukraine’s National Committee on Persons of Ukrainian Descent. If applicant’s family applies for this type of visa as well, documents on their status and family relation to the applicant should also be provided;
  6. proof that the applicant’s main purpose of journey to Ukraine is tourism (hotel/accommodation booking(s), programme of stay, information on the tour(s) and the tour(s’) timeframes, tourist agency details, transfer details, sightseeing information etc.);
  7. invitation letter issued by Ukraine’s hospital/medical treatment institution;
  8. a document confirming that the applicant has made an investment in Ukraine’s economy in accordance with Ukraine’s foreign investment legislation;
  9. document(s) confirming that the applicant owns property (real estate) allocated in Ukraine;
  10. invitation letter issued by a religious organization duly registered in Ukraine for a short-term performance of religious/missionary/canonical activities accompanied by a letter issued by Ukraine’s state authority which has registered that religious organization (e.g., Ukraine’s Ministry for Culture / Department on Religious Matters of the relevant regional or city state administration);
  11. a letter of the foreign Mass Media with a request to issue a visa to the foreign correspondent/Mass Media staff member who intends to travel to Ukraine in his/her professional capacity;
  12. invitation letter issued by foreign states’ authorities / international organization;
  13. an Order of Ukraine’s Central Election Commission on registration of official observers from foreign states and international organizations for presidential elections, parliamentary elections, local elections and national referendums;
  14. document(s) confirming that the applicant is a spouse, a parent or a child of a citizen of Ukraine.


for long-term (D type) visas – one of the following:

  1. a certified copy of the work permit issued by Ukraine’s State Centre for Employment. Foreigners / stateless persons exempt from the requirement to obtain a work permit in order to be employed in Ukraine are to provide a copy of the work contract. Persons of Ukrainian descent are to provide their certificate of a person of Ukrainian descent and a copy of the work contract;
  2. a copy of the immigration permit issued by a local office of Ukraine’s State Migration Service;
  3. document(s) confirming that the applicant is a family member of a foreigner/stateless person who has been granted refuge/temporary protection in Ukraine;
  4. original of the letter of invitation issued by the relevant Ukrainian university and registered in accordance with the procedure established by Ministry of Education and Science of Ukraine;
  5. invitation letter issued by a relevant Ukraine’s state authority/entity/organization which is a recipient of international technical assistance project as well as a confirmation of the registration of the relevant international technical assistance project;
  6. invitation letter issued by a religious organization duly registered in Ukraine for a long-term performance of religious/missionary/canonical activities accompanied by a letter issued by Ukraine’s state authority which has registered that religious organization (e.g., Ukraine’s Ministry for Culture / Department on Religious Matters of the relevant regional or city state administration;
  7. invitation letter issued by a foreign non-governmental organization (branch / office) duly registered in Ukraine;
  8. invitation letter issued by a foreign company duly registered in Ukraine;
  9. invitation letter issued by a branch of a foreign bank registered in Ukraine;
  10.  invitation letter issued by a branch of a foreign Mass Media with a request to issue a visa to the Mass Media staff member who intends to travel to Ukraine in his/her professional capacity;
  11. official letter/verbal note issued by a relevant foreign state authority/foreign diplomatic mission/international organization (office) with a request to issue a long-term visa to the mission/organization (office) staff member as well as her/his family members;
  12. invitation letter issued by Ukraine’s relevant government authority which implements respective cultural, educational, scientific, sport or volunteering programs or an invitation letter issued by an entity/institution/organization engaging volunteers in their activities accompanied by the copy of that entity/institution/organization’s state registration certificate;
  13. document confirming that the applicant is a spouse of a national of Ukraine. Marriage certificates issued by foreign countries should be apostilled (legalized) and translated into Ukrainian as well as duly certified;
  14. document(s) confirming that the applicant is a family member of a foreigner/stateless person residing in Ukraine upon a temporary residence permit accompanied by a copy of that foreigner/stateless person’s temporary residence permit as well as proof of that foreigner/stateless person’s sufficient funds to cover applicant’s expenses in Ukraine;
  15. other documents (if stipulated by Ukraine’s international treaties).

Please note that in case if an applicant is a citizen of migration risk country additional documents may be required.  

for transit (B type) visas – one of the following:

  1. document(s) confirming transit (visa for another country (if required), transit pass etc.);
  2. document(s) confirming that passengers/cargo are to transit through Ukraine by car/coach;
  3. international carrier license issued by the relevant authority of a foreign state.

Within the regular service visa applications are processed in up to 10 working days from the day of application and submission of all the required documents. Processing time of an application filed within regular service may be extended for up to 30 working days if additional checks are necessary.

Visa applications are processed in up to 5 working days from the day of application within expedited service.

Ukraine’s Embassies/Consulates abroad charge $65.00 (basic visa fee) for processing B-type, C-type, D-type visa applications via regular service unless stipulated otherwise by Ukraine’s international treaties.

Fees are doubled for all applications filed upon expedited service or during off-duty hours.

Visa fees for certain visa types for applicants from certain countries might differ from basic visa fee above due to reciprocity principle

In case of visa refusal, a foreigner/stateless person should be informed about the grounds for visa denial in written form.

Please note that in case of visa refusal fees are not refunded.

  1. children under 6;
  2. persons of Ukrainian descent and their spouse and children (upon presentation of the Certificate of a person of Ukrainian descent);
  3. persons travelling to Ukraine with official purpose and holding diplomatic/service passport;
  4. staff of foreign diplomatic missions / consulates to Ukraine and their family members;
  5. staff of international organizations, their branches / offices in Ukraine and their family members;
  6. staff of foreign state’s missions to international organizations headquartered in Ukraine enjoying diplomatic privileges and immunities as well as their families’ members;
  7. heads of foreign official delegations and their accompanying staff visiting Ukraine by invitation of the President of Ukraine, the Verkhovna Rada of Ukraine (the Parliament), the Cabinet of Ministers of Ukraine or the Ministry of Foreign Affairs of Ukraine;
  8. Ukraine’s honorary consular officials and their family members;
  9. persons travelling to Ukraine within the frames of international technical assistance projects duly registered in Ukraine by invitation of state body / entity / organization which is a recipient of this international technical assistance project;
  10. staff of foreign emergency / rescue authorities who enter Ukraine in order to aid with an elimination of the aftermath of an emergency / accident upon an invitation of Ukraine’s Emergencies / Accidents Service;
  11. military personnel visiting Ukraine with official purpose upon an invitation of the relevant ministry / other central executive authority;
  12. election observers delegated by foreign states and international organizations to observe presidential, parliamentary, local elections / national referendums upon lists provided to the Ministry of Foreign Affairs by Ukraine’s Central Election Committee;
  13. other categories of persons who enter Ukraine serving the interests of Ukraine in foreign and domestic policies, as well as for the purpose of humanitarian assistance, upon the written decision of the head of a foreign diplomatic mission of Ukraine or the consular department of the Ministry of Foreign Affairs of Ukraine.

How to apply

Step 1. Register at the MFA web-platform

Step 3. Upload copies of necessary documents:

  • photo;
  • passport;
  • health insurance policy (30,000 euro coverage);
  • proof of sufficient funds;
  • document confirming the purpose of the visit (more information on e-Visa supporting documents  per each category may be found at the Help section of the MFA e-Visa website).

Step 4. Pay the fee (85 USD) online by MasterCard/Visa card.

All e-Visa applications are processed within 9 business days.

e-Visa or visa refusal letter is sent to the applicant’s email address in pdf format.

e-Visas are issued as single entry visas valid for up to 30 days.

All applicants should submit their printed e-Visas (along with their valid travel documents) to Ukraine’s State Border Guard Service officers when entering Ukraine.

MFA visa divisions at border check points at "Boryspil" / "Odesa" international airports issue:

   1. single-entry short-term (C type) visas valid for 15 days:

  • to applicants who enter Ukraine with diplomatic/official purpose upon invitation of Ukraine’s state authorities;
  • to applicants who enter Ukraine in order to render assistance in eliminating the aftermath of an emergency/accident in Ukraine;
  • to applicants who enter Ukraine for urgent medical treatment or participation in the burial of a close relative in Ukraine;
  • to pilots and other aircraft crew members carrying out international flights (upon pilot’s license or a Flight Crew Member Certificate issued in line with the Convention on International Civil Aviation).

    2. single-entry transit (B type) visas valid for up to 5 days to crew members of foreign vessels staying in Ukraine’s ports (upon an extract from the shipboard list).
