The Russian Federation continues to violate blatantly the sovereignty and territorial integrity of Ukraine and turns into a terrorist state. The increasing number of arrested terrorists, who are citizens of the Russian Federation and Ukraine and have been trained in special centers for reconnaissance and sabotage groups located in the territory of the Russian Federation to carry out terrorist attacks in Ukraine, poses a threat to the territorial integrity of Ukraine and the neighboring states, while their involvement in the aggression against the people of Syria is an evidence of the policy of transnational terrorism pursued by the Russian Federation’s top rulers.

On December 9, 2015 members of yet another subversive terrorist group, with Russian citizens at its core, were apprehended in the cities of Kyiv and Kharkiv. The attempts to carry out terrorist acts and subversive activities in major cities of Ukraine represent a proof that the Russian Federation is embarking on the course of state terrorism.

In view thereof, the Verkhovna Rada of Ukraine calls on parliaments of foreign states, the European Parliament and parliamentary assemblies of international organizations to:

demand that the Russian Federation cease its aggression against Ukraine;

extend and toughen sanctions against the Russian Federation;

establish personalized sanctions lists targeting the Russian Federations’ top rulers who have introduced the regime of state terrorism;

intensify the international monitoring of the situation in the territories occupied by the Russian Federation in the areas of human rights and freedoms and to respond immediately to any such violations;  

support the efforts of Ukraine aimed at the release of its citizens illegally kept in detention in the territory of the Russian Federation;

prevent impunity for those responsible for crimes against humanity committed since the beginning of Russian terrorist aggression against Ukraine;

demand the full and unconditional implementation by the Russian Federation of its Minsk commitments.

We demand that the Russian Federation cease its aggression against Ukraine, release immediately and unconditionally all Ukrainian political hostages and prisoners, abandon the practices of international terrorism.
