У Зверненні ВРУ:

o   Підтверджує повагу України до норм міжнародного права та відданість принципам захисту корінних народів та національних меншин;

o   Наголошує на важливості регулярних звітів Управління Верховного комісара ООН з прав людини, звіту Спільної Місії БДІПЛ ОБСЄ та Верховного комісара ОБСЄ з питань національних меншин та звіту Комісара РЄ з прав людини, а також моніторингу Кримської польової місії з прав людини, в яких зафіксовані численні факти системних порушень прав людини і громадянина на території окупованого Криму;

o   Вкотре визнає кримських татар корінним народом, а Меджліс кримськотатарського народу, виконавчий орган Курултаю кримськотатарського народу -  вищим представницьким органом кримськотатарського народу;

o   Засуджує незаконну окупацію РФ АР Крим та м. Севастополь та масштабні, цілеспрямовані та системні порушення прав людини і громадянина, що здійснюються російською окупаційною владою на території Кримського півострова, у тому числі за національною ознакою, зокрема прав кримських татар як корінного народу України та прав представників інших національних меншин;

o   Висловлює занепокоєння стосовно недопущення російською окупаційною владою міжнародних моніторингових місій у сфері захисту прав людини, прав корінних народі і національних меншин   до спостереження за ситуацією на Кримському півострові;

o   Звертає увагу на необхідність підтримки та захисту кримських татар від протиправних дій окупаційної влади в АР Крим та м.Севастополь у випадку визнання екстремістською організацією та забороною Меджлісу, що потягне за собою кримінальне переслідування членів Меджлісу кримськотатарського народу, які не визнають анексії Криму та відстоюють національні пріоритети та своє законне право корінного народу на безпечне проживання на території Криму,

ВРУ закликає:

міжнародне співтовариство:

• ·         засудити заборону Меджлісу окупаційною владою на території півострова, закликає всіх світових лідерів та визнаних суспільних діячів докласти необхідних зусиль задля захисту кримських татар від дискримінації та переслідувань з боку РФ;
• ·         здійснити тиск на РФ як сторону, що, здійснивши незаконну окупацію Криму,   всіляко порушує права і свободи кримських татар в АР Крим і м.Севастополь, та сприяти відновленню діяльності міжнародних моніторингових місій з прав людини в Криму;
• ·         вважає спільними завданнями недопустити заборону окупаційною владою Криму діяльності представницьких органів кримськотатарського народу –
• ·         Курултаю та Меджлісу, що обрані відповідно Декларації   ООН про права корінних народів;
• ·         засудити репресивні дії РФ в окупованому Криму, спрямовані проти прав і свобод людини, шляхом заборони Меджлісу та визнання
• ·         його екстремістською організацією, виявити одностайну солідарність та посилити тиск на Росію з метою відновлення юрисдикції України в межах її міжнародно             визнаних кордонів.

Appeal

of the Verkhovna Rada (Parliament) of Ukraine to the United Nations, European Parliament, Parliamentary Assembly of the Council of Europe, OSCE Parliamentary Assembly, NATO Parliamentary Assembly, Inter-Parliamentary Union, as well as to world leaders and all members of the international community on the condemnation of violation of human rights and freedoms of the Crimean Tatar people as regards the banning of Mejlis and its recognition as an extremist organization by the Russian Federation occupation authorities in the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol

Reaffirming its respect for the United Nations Charter, Universal Declaration of Human Rights of 1948, Convention for the Protection of Human Rights and Fundamental Freedoms of 1950, International Covenant on Civil and Political Rights of 1966, Framework Convention for the Protection of National Minorities of 1995, and the United Nations Declaration on the Rights of Indigenous Peoples of 2007;

Proceeding from the Statement of the Verkhovna Rada of Ukraine ‘On the guarantee of rights of the Crimean Tatar people within the Ukrainian State’;

Noting that it is the basic and fundamental responsibility of each state to guarantee the human rights and fundamental freedoms and that violation thereof is inadmissible and must be condemned unanimously by the international community;

Condemning the illegal occupation by the Russian Federation of the Autonomous Republic of Crimea and the city of Sevastopol, as well as the large-scale, targeted and systemic violations of human and civil rights being perpetrated by the Russian Federation occupation authorities in the territory of the Crimean peninsular, including on national grounds as in case of violation of rights of Crimean Tatars, as an indigenous people of Ukraine, and representatives of other national minorities;

Taking into account the regular reports of the Office of the UN High Commissioner for Human Rights, the report of the Joint Mission of the OSCE ODIHR and the OSCE High Commissioner on National Minorities and the report of Council of Europe Commissioner for Human Rights, as well as the Monitoring Review of the Crimean Field Mission on Human Rights that have documented numerous cases of systematic violations of human and civil rights in the territory of the occupied Crimea;

Recalling the recognition by Ukraine of Crimean Tatars as an indigenous people of Ukraine;

Taking into consideration the Statement of the Verkhovna Rada of Ukraine ‘On the guarantee of rights of the Crimean Tatar people within the Ukrainian State’, and being guided by the principles enshrined in Articles 3,11,15 of the Constitution of Ukraine and Article 1 of the United Nations Charter, the International Covenant on Economic, Social and Cultural Rights and the Vienna Declaration that guarantees and ensures the preservation and development of the ethnic, cultural, linguistic and religious identity of the Crimean Tatar people, as an indigenous people, and of all other national minorities of Ukraine;

Confirming the right of the Crimean Tatar people to self-determination within the sovereign and independent Ukrainian State;

Confirming the recognition of the Mejlis of the Crimean Tatar People as the executive body of Kurultai of the Crimean Tatar people, and of Kurultai as the highest representative body of the Crimean Tatar people;

Expressing its concern about the denial by the Russian occupation authorities of access to the Crimean peninsula to international monitoring missions in the areas of human rights, the rights of indigenous peoples and national minorities’ rights to monitor the situation on the ground;

Drawing attention to the need to support and protect Crimean Tatars from illegal actions by the Russian Federation occupation authorities in the Autonomous Republic of Crimea and the city of Sevastopol in connection with the beginning of a so-called legal process aimed to recognize the Mejlis of the Crimean Tatar People as an extremist organization and prohibit activity thereof, which will entail criminal prosecution of Mejlis members who do not recognize the annexation of Crimea and defend their national priorities, as well as their indigenous people’s legal right to reside safely in the territory of Crimea,

The Verkhovna Rada of Ukraine:

Demands that the Russian Federation cease immediately the policy of violation of human rights and civil freedoms in Crimea that constitutes an integral part of the sovereign territory of Ukraine, including the rights of Crimean Tatars as an indigenous people of Ukraine;

Calls on the international community to condemn the activities of the Russian Federation occupation authorities aimed to ban the Mejlis of the Crimean Tatar People in the territory of the peninsula, and calls on all world leaders and recognized public figures to make the necessary efforts to protect Crimean Tatars from discrimination and persecution by the Russian Federation;

Demands that the Russian Federation, which as the occupying state bears full responsibility under the norms of international law for ensuring the human rights on the temporarily occupied territory, grant the conventional and monitoring institutions of the United Nations, Council of Europe, OSCE and other international organizations full and unimpeded access to the illegally occupied Autonomous Republic of Crimea and the city of Sevastopol in order to carry out human rights monitoring on the ground in conformity with their respective mandates, and also calls on the international community to exert pressure on the Russian Federation to that end;

Considers it a common task of all members of the international community who share the universally recognized values and respect for human rights to prevent the Russian Federation occupation authorities in Crimea from banning the activity of Kurultai and Majlis as the representative bodies of the Crimean Tatar people elected in compliance with the 2007 United Nations Declaration on the Rights of Indigenous Peoples.
